Jawatan Kosong Labuan FSA

The Labuan Financial Services Authority (Labuan FSA), was set up on 15 February 1996 as a single regulatory body to spearhead and coordinate efforts to promote and develop Labuan as an International Business & Financial Centre (IBFC). Labuan FSA is primarily responsible for the following:

- Develop policies in line with national objectives for the orderly development and administration of the Labuan International Business and Financial Centre (Labuan IBFC)

- Supervise activities and operations of the Labuan IBFC

- Oversee the promotional and developmental aspects of Labuan IBFC.

Head, Financial Services, Strategic Development

Responsibilities

- Develop and implement policies, legislation and guidelines for new growth areas in both conventional and Islamic Labuan financial services (banking, insurance, capital market and Labuan financial business).

- Review of policies, guidelines and principles to ensure continued adherence to international regulatory standards as well as promulgating robust and business friendly environment in Labuan IBFC.

- Continuous assessment, monitoring and benchmarking of the policies and guidelines concerning financial services to ensure relevance and effectiveness to both internal and external stakeholders.

- Establish, build and maintain relationships with Labuan industry players, regulatory bodies and other relevant agencies.

Head, Market Surveillance & Compliance

Responsibilities

- Maintain a program of continuing macroeconomic surveillance of Labuan financial and non-financial business.

- Review, investigate and escalate alerts or instances of irregularities generated from the macroeconomic surveillance program to the senior management;

- Undertake compliance function to ensure Labuan institutions are in full compliance with the rules and regulations.

Head, Insurance, Supervision & Enforcement

Responsibilities

- Carry-out examination / investigation on regulated and licensed offshore institutions to assess their performance and financial condition as well as compliance with relevant offshore legislations and guidelines.

- Report to management on the performance and financial condition as well as any potential risk of regulated and license offshore institutions and provide accurate information together with the recommendations for Management’s decision.

- Strengthen the supervisory framework in order to ensure that the regulated and licensed offshore institutions comply with the relevant offshore legislations and international best practices.

Head, Internal Audit

Responsibilities

- Set audit plan and identify audit objectives.

- Ensure audit is performed in accordance with the prescribed policies and procedures.

- Monitor the follow up review on audit findings and recommendations, and report the status of action plan to the Audit Risk Management Committee.

Requirements For All Head Positions

- Must possess a Bachelor Degree in business, banking, finance, accounting or equivalent from a recognised university.

- Must have good skills in problem solving, analytical thinking, report writing and articulation.

- Good knowledge of the legislation related to International Financial Centre.

- Must have excellent knowledge on business issues and concepts, research methodology and financial analysis.

- Must have at least five (5) years of related experience.

- Possess analytical skills to evaluate, question, challenge and identify issues.

Senior Executive / Executive, Legal Services

Responsibilities:

- To assist the head of legal services on legal opinions on any legal issues by making reference, but not limited, to the relevant legislations, case laws. binding precedents etc for the primary objective of protecting Labuan FSA’s interests.

- To provide any other advisory legal services including drafting or vetting legal agreements for the primary objective of protecting Labuan FSA’s interests in any transactions.

- To involve in any legislative review exercise (promulgation of new laws or amendment to the existing laws) which Labuan FSA may undertake that would involve drafting of the Bills and any other documents as may be required in the exercise.

- To liaise with external parties including various government agencies and legal firms in relation to any legal works undertaken by Labuan FSA.

- To attend court as and when required on matters relating to Labuan FSA.

Requirements:

- Must possess at least a Degree in Law or equivalent qualification from any recognized university.

- At least two (2) years working experience in any legal firm or any Legal Unit of any organisation.

- Good writing skill especially in drafting legal opinion and any legal document.

- Good knowledge of the rules and regulations related to Labuan International Business and Financial Centre.

- Admitted as an advocate and solicitor in the Malaysian Court.

Executive, Banking/Insurance, Supervision & Enforcement

Responsibilities

- Carry-out examination / investigation on regulated and licensed financial institutions to assess their performance and financial condition as well as compliance with relevant Labuan legislations and guidelines.

- Strengthen the supervisory framework in order to ensure that the regulated and licensed Labuan institutions comply with the relevant Labuan legislations and international best practices.

Requirements

- Must possess a Bachelor Degree in business, banking, finance, accounting or equivalent from a recognised university.

- Have good skills in problem solving, analytical thinking, report writing and presentation.

- At least two (2) years working experience in related field preferably in Banking / Insurance supervision.

- Possess analytical skills to evaluate, question, challenge and identify issues.
